The Federal Skilled Trades Program, or FSTP, is one of the three federal immigration programs managed through Express Entry.<\/p>\n\n\n\n

It was created for experienced tradespeople rather than professionals whose eligibility depends heavily on formal education. There is no minimum education requirement, and the language threshold is lower than the Federal Skilled Worker Program.<\/p>\n\n\n\n

The trade-off is that FSTP has a more specific occupational structure.<\/p>\n\n\n\n

Applicants need at least two years of qualifying trade experience within the previous five years<\/strong> and must also have either a valid Canadian job offer lasting at least one year or a Canadian certificate of qualification in their trade.<\/p>\n\n\n\n

The program is also frequently confused with the Trade Occupations category<\/a><\/strong> used in category-based Express Entry draws. They are not the same thing.<\/p>\n\n\n\n

FSTP is a federal immigration program that can make someone eligible to enter the Express Entry pool. The Trade Occupations category is a separate selection mechanism that IRCC can use to invite people who are already in the pool.<\/p>\n\n\n\n

That difference has become particularly important in 2026 because IRCC continues to prioritize trades through Express Entry Categories<\/a> selection even though it has not held an FSTP-specific round for several years.<\/p>\n\n\n\n

IRCC requires all of the work used for the FSTP minimum to fall within the same eligible NOC and to meet the requirements of that skilled trade.<\/p>\n\n\n\n

Skilled Trade Experience<\/h2>\n\n\n\n

The minimum work requirement is two years of full-time work, or an equivalent amount of part-time work, within the five years before applying.<\/p>\n\n\n\n

For immigration purposes, IRCC calculates this as 3,120 hours<\/strong>.<\/p>\n\n\n\n

Eligible NOC Groups<\/h3>\n\n\n\n

FSTP does not cover every occupation that could casually be described as a trade.<\/p>\n\n\n\n

The current program accepts experience in these parts of NOC 2021:<\/p>\n\n\n\n

These groups include many familiar skilled trades such as electricians, plumbers, welders, carpenters, industrial mechanics, heavy-equipment trades, cooks, butchers and chefs.<\/p>\n\n\n\n

At the same time, some occupations that appear in Canada’s 2026 Trade Occupations category<\/strong> do not fall within FSTP. Construction managers are a good example: NOC 70010 is currently part of the category-based Trade list, but it is not one of the NOC groups that establish eligibility for the Federal Skilled Trades Program.<\/p>\n\n\n\n

The reverse is also possible. Cooks remain within an FSTP-eligible NOC group, while NOC 63200 is no longer included in the 2026 Trade Occupations category.<\/p>\n\n\n\n

This is why the name of the pathway is not enough to determine eligibility.<\/p>\n\n\n\n

The Same NOC Requirement<\/h3>\n\n\n\n

The two years used to establish FSTP eligibility must all be in the same NOC<\/strong>.<\/p>\n\n\n\n

Someone with one year as a welder and another year as a plumber should not simply add the two occupations together and assume the two-year minimum has been reached.<\/p>\n\n\n\n

A career can certainly contain several trades. The issue is that the experience used to meet the FSTP minimum has to come from one qualifying skilled trade.<\/p>\n\n\n\n

IRCC also expects the applicant to have performed the actions in the NOC lead statement and most of its main duties.<\/p>\n\n\n\n

Work Hours<\/h3>\n\n\n\n

IRCC counts a maximum of 30 hours per week<\/strong> toward full-time experience.<\/p>\n\n\n\n

The standard full-time calculation is 30 hours per week for 24 months, producing the required 3,120 hours. Equivalent part-time work is also accepted, and more than one part-time job can contribute to the total.<\/p>\n\n\n\n

Working unusually long weeks does not reduce the two-year period. Forty or fifty hours per week cannot be used to compress two years of required experience into a substantially shorter period.<\/p>\n\n\n\n

Work in Different Countries<\/h3>\n\n\n\n

Foreign trade experience can qualify.<\/p>\n\n\n\n

IRCC adds an important condition, however: the applicant must have been qualified to practise the trade in the country where the work was performed<\/strong>.<\/p>\n\n\n\n

If a tradesperson was qualified in one country and later worked in another country with different licensing or practice requirements, the person must also have met the requirements to practise independently in that second country.<\/p>\n\n\n\n

This deserves particular attention for applicants whose employment history spans several jurisdictions.<\/p>\n\n\n\n

The immigration question is not limited to whether someone performed the duties. IRCC can also examine whether the person was legally or professionally qualified to perform that trade where the experience was obtained.<\/p>\n\n\n\n

Federal Skilled Trades Program (FSTP): Student Work<\/h3>\n\n\n\n

Work experience accumulated while studying does not count toward the FSTP minimum.<\/p>\n\n\n\n

This is different from the Federal Skilled Worker Program<\/a>, where paid student work can sometimes contribute to the qualifying experience when the other requirements are met.<\/p>\n\n\n\n

For tradespeople who completed an apprenticeship or educational program while also working, the dates and status of the work therefore need to be examined carefully rather than treating the entire period as qualifying FSTP experience.<\/p>\n\n\n\n

Job Offer or Certificate of Qualification<\/h2>\n\n\n\n

Meeting the work-experience requirement is not enough.<\/p>\n\n\n\n

FSTP applicants must also have either a valid Canadian job offer or a Canadian certificate of qualification in the skilled trade.<\/p>\n\n\n\n

This requirement separates FSTP from both FSWP and CEC.<\/p>\n\n\n\n

Valid Job Offer<\/h3>\n\n\n\n

For Federal Skilled Trades (FST) Program, the qualifying offer can come from up to two Canadian employers.<\/p>\n\n\n\n

Together, the employment must provide continuous, paid, full-time work of at least 30 hours per week for a minimum of one year. The offered occupation also needs to fall within an FSTP-eligible trade group.<\/p>\n\n\n\n

The ability to use two employers is relevant in industries where full-time employment is commonly divided between employers.<\/p>\n\n\n\n

IRCC gives the example of two companies jointly hiring a heavy-equipment operator for 16 hours per week each. With the necessary immigration support and a combined full-time schedule, that arrangement can qualify. A single offer of only 25 hours per week would not satisfy the full-time requirement.<\/p>\n\n\n\n

In most cases, the employer needs a positive Labour Market Impact Assessment (LMIA)<\/a><\/strong> supporting the job offer. Certain candidates already working in Canada on qualifying LMIA-based or LMIA-exempt employer-specific work permits may meet the valid-offer rules without a new LMIA if the other IRCC conditions are satisfied.<\/p>\n\n\n\n

One point that is easy to miss is that job offers no longer provide the old additional 50 CRS points<\/strong>. Canada removed job-offer CRS points on March 25, 2025.<\/p>\n\n\n\n

That change did not eliminate the Federal Skilled Trades Program (FSTP) job-offer requirement. A qualifying offer can still be necessary to establish program eligibility even though it no longer produces the former CRS bonus.<\/p>\n\n\n\n

Certificate of Qualification<\/h3>\n\n\n\n

A Canadian certificate of qualification<\/strong> confirms that a tradesperson has met the Canadian requirements to practise a particular trade in the jurisdiction that issued the certificate.<\/p>\n\n\n\n

It is not the same as an Educational Credential Assessment.<\/p>\n\n\n\n

To issue the certificate, the relevant provincial, territorial or federal authority assesses the applicant’s trade training, work experience and skills. The applicant generally must also qualify to write and pass the certification examination.<\/p>\n\n\n\n

Because trade regulation is largely provincial, the process can differ considerably across Canada.<\/p>\n\n\n\n

A tradesperson who qualifies for certification in Alberta does not necessarily go through the same process as someone seeking certification in Ontario or British Columbia.<\/p>\n\n\n\n

Some applicants may have to travel to the province for assessment. Others may first need Canadian employment, apprenticeship hours or additional training before they can take the certification exam.<\/p>\n\n\n\n

Where the intended province or territory does not issue a certificate of qualification for the trade, IRCC states that the applicant will need a valid job offer instead.<\/p>\n\n\n\n

Federally regulated trades can follow a different certification structure. IRCC gives aircraft mechanics as an example of a trade that may be federally regulated.<\/p>\n\n\n\n

Certificate of Qualification and CRS<\/h3>\n\n\n\n

A Canadian trade certificate can also affect the Comprehensive Ranking System (CRS)<\/a> score.<\/p>\n\n\n\n

Under the current CRS skill-transferability rules, a certificate of qualification combined with language proficiency can produce up to 50 CRS points<\/strong>.<\/p>\n\n\n\n

This is separate from the old job-offer points.<\/p>\n\n\n\n

A certificate of qualification therefore remains particularly valuable because it can satisfy one of the two central FSTP eligibility conditions while also contributing to CRS.<\/p>\n\n\n\n

FSTP: Language & Education Criteria<\/h2>\n\n\n\n

FSTP was designed with lower minimum language requirements than FSWP.<\/p>\n\n\n\n

IRCC currently accepts CELPIP-General, IELTS General Training and PTE Core for English, along with TEF Canada and TCF Canada for French.<\/p>\n\n\n\n

The minimum scores establish program eligibility. They are not necessarily strong scores for CRS.<\/p>\n\n\n\n

For applicants holding a certificate of qualification, reaching CLB\/NCLC 7 in all four skills can be especially useful because it raises the certificate-and-language skill-transferability factor from 25 to 50 points.<\/p>\n\n\n\n

Education<\/h3>\n\n\n\n

There is no minimum education requirement<\/strong> under FSTP.<\/p>\n\n\n\n

A tradesperson can therefore meet the program’s basic requirements without a university degree or college diploma.<\/p>\n\n\n\n

Education can still improve the CRS score.<\/p>\n\n\n\n

Canadian education can generate CRS points directly. Foreign education can also contribute if the applicant has a completed credential and a valid Educational Credential Assessment for immigration purposes.<\/p>\n\n\n\n

This creates an important difference between program eligibility<\/strong> and Express Entry competitiveness<\/strong>.<\/p>\n\n\n\n

A tradesperson may not need formal education to qualify for FSTP but can still benefit significantly from having educational credentials recognized for CRS.<\/p>\n\n\n\n

FSTP and the Trade Occupations Category<\/h2>\n\n\n\n

The similarity in names causes more confusion than almost any other part of Express Entry.<\/p>\n\n\n\n

The Federal Skilled Trades Program<\/strong> and the Trade Occupations category<\/strong> perform different functions.<\/p>\n\n\n\n

IRCC’s 2026 Trade category currently includes occupations such as electricians, plumbers, carpenters, welders, machinists, HVAC mechanics, heavy-duty equipment mechanics and several construction trades. It also includes construction managers and construction estimators.<\/p>\n\n\n\n

An applicant can qualify for both, but one does not automatically establish eligibility for the other.<\/p>\n\n\n\n

\n

Construction Managers<\/h3>\n\n\n\n

Construction managers (NOC 70010) is currently included in the 2026 Trade Occupations category.<\/p>\n\n\n\n

It does not fall within the FSTP’s specified NOC groups.<\/p>\n\n\n\n

A construction manager may therefore qualify for a Trade category-based round through another Express Entry program such as FSWP or CEC without being eligible for FSTP.<\/p>\n<\/div>\n\n\n\n

\n

Cooks<\/h3>\n\n\n\n

Cooks illustrate the reverse situation.<\/p>\n\n\n\n

Minor Group 6320 remains within the Federal Skilled Trades Program structure.<\/p>\n\n\n\n

However, cooks were removed from the 2026 Trade Occupations category.<\/p>\n\n\n\n

A cook could therefore potentially meet FSTP requirements but would not receive category eligibility simply by being NOC 63200 under the current 2026 Trade list.<\/p>\n<\/div>\n<\/div>\n\n\n\n

Express Entry Selection<\/h2>\n\n\n\n

Once someone qualifies for FSTP and enters the Express Entry pool, the profile is ranked under the CRS just like profiles admitted through FSWP or CEC.<\/p>\n\n\n\n

CRS<\/h3>\n\n\n\n

There is no separate permanent CRS threshold for FSTP.<\/p>\n\n\n\n

Age, language, education, Canadian experience, foreign experience, Canadian education, French, provincial nomination and other CRS factors can all affect ranking.<\/p>\n\n\n\n

Tradespeople can sometimes start with lower education-related CRS scores than candidates in highly academic occupations. A strong language result, Canadian work experience, a certificate of qualification, French proficiency or a provincial nomination can therefore materially change the profile.<\/p>\n\n\n\n

FSTP-Specific Draws<\/h3>\n\n\n\n

IRCC has not held a dedicated Federal Skilled Trades Program draw in 2026.<\/p>\n\n\n\n

In fact, the last FSTP-specific round was held on August 6, 2020<\/strong>, when 250 candidates were invited at CRS 415. Historically, IRCC held only seven FSTP-specific draws between 2017 and 2020.<\/p>\n\n\n\n

This does not mean the program is closed.<\/p>\n\n\n\n

IRCC confirmed in 2026 that FSTP remains open and that applications continue to be processed.<\/p>\n\n\n\n

The selection environment has simply changed. Tradespeople can now be invited through other Express Entry round types, including category-based rounds.<\/p>\n\n\n\n

2026 Trade Draw<\/h3>\n\n\n\n

The first Trade Occupations category round of 2026 was held on April 2<\/strong>.<\/p>\n\n\n\n

IRCC invited 3,000 candidates<\/strong> at a CRS cut-off of 477<\/strong>. Candidates eligible through FSWP, CEC or FSTP could receive invitations in that round if they also met the Trade category requirements.<\/p>\n\n\n\n

This distinction matters when interpreting draw results.<\/p>\n\n\n\n

CRS 477 was a Trade Occupations category cut-off<\/strong>, not an FSTP-specific cut-off.<\/p>\n\n\n\n

A person does not need to qualify under FSTP to receive an invitation from a Trade category round. Likewise, an FSTP candidate whose NOC is not on the current Trade category list cannot assume that the April 2026 draw applies to their occupation.<\/p>\n\n\n\n

Settlement Funds and Destination<\/h2>\n\n\n\n

FSTP applicants generally need to demonstrate that they have enough money to establish themselves and their family in Canada.<\/p>\n\n\n\n

An FSTP applicant does not need to show settlement funds when both conditions are met: the person is legally authorized to work in Canada and has a valid Canadian job offer.<\/p>\n\n\n\n

Family size includes the principal applicant, spouse or common-law partner and dependent children, including certain family members who are not accompanying the applicant to Canada.<\/p>\n\n\n\n

The money must be genuinely available. Borrowed funds and equity in real estate cannot be used as settlement funds. IRCC also asks for financial institution letters showing account information, current balances and average balances over the previous six months.<\/p>\n\n\n\n

Quebec<\/h3>\n\n\n\n

FSTP applicants must intend to settle outside Quebec<\/a>.<\/p>\n\n\n\n

Quebec work experience (PEQ)<\/a> gained while living in Quebec can still count, but an applicant using that experience must be able to demonstrate an intention to establish themselves elsewhere in Canada.<\/p>\n\n\n\n

Quebec selects its own skilled workers (RSWP)<\/a> and is not part of the federal Express Entry selection system.<\/p>\n<\/div>\n\n\n\n

FSTP, FSWP and CEC<\/h2>\n\n\n\n

The three programs can lead to the same Express Entry pool, but they assess very different types of work history.<\/p>\n\n\n\n

Someone with foreign trade experience may therefore find FSTP relevant even without Canadian work experience.<\/a><\/p>\n\n\n\n

But FSTP is not always the only option.<\/p>\n\n\n\n

A tradesperson whose occupation is TEER 2 or 3 may also qualify under FSWP if they satisfy its continuous one-year requirement, CLB 7 minimum, education rules and 67-point selection grid.<\/p>\n\n\n\n

A tradesperson already working in Canada may qualify for CEC without obtaining an FSTP certificate of qualification or qualifying job offer.<\/p>\n\n\n\n

The strongest route depends on the complete profile rather than the occupation title alone.<\/p>\n\n\n\n

Provincial Certification and Red Seal Trades<\/h2>\n\n\n\n

Canadian trade certification is closely connected to provincial regulation.<\/p>\n\n\n\n

Each province and territory sets its own rules for apprenticeship, certification and recognition of foreign trade experience. This can affect whether a foreign tradesperson is eligible to challenge an examination directly or needs additional Canadian training and work experience first.<\/p>\n\n\n\n

The Red Seal Program<\/strong> operates across participating jurisdictions for designated trades, but Red Seal endorsement and FSTP eligibility should not be treated as identical concepts.<\/p>\n\n\n\n

At present, FSTP refers more broadly to certificates of qualification issued by Canadian provincial, territorial or federal authorities.<\/p>\n\n\n\n

IRCC’s 2026 consultation on Express Entry reform is considering a future change that could recognize only certificates relating to Red Seal designated trades<\/strong> for certain CRS purposes and introduce new recognition for trade apprenticeship work.<\/p>\n\n\n\n

Those ideas remain proposals as of October 1, 2026. They have not replaced the current FSTP rules.<\/p>\n\n\n\n

Processing Time<\/h2>\n\n\n\n

IRCC’s service standard for Federal Skilled Trades permanent residence applications is six months, but recent inventory data require some context.<\/p>\n\n\n\n

In IRCC’s April 2026 parliamentary data package, the Federal Skilled Trades inventory showed an 80th-percentile processing time of 76 months<\/strong> and a median of 75 months as of February 28, 2026. IRCC did not publish a new-applicant wait-time estimate in that table.<\/p>\n\n\n\n

Those figures should not be read as a prediction that a new FSTP applicant will necessarily wait more than six years.<\/p>\n\n\n\n

FSTP has a very small application inventory and has not had a dedicated program-specific draw since 2020, so historical files can have an outsized effect on the reported processing statistics.<\/p>\n\n\n\n

For someone receiving a new ITA through Express Entry, the processing estimate displayed by IRCC at the time of application is more useful than applying an old-inventory figure directly to a new case.<\/p>\n\n\n\n
