{"id":2760,"date":"2025-09-16T13:44:21","date_gmt":"2025-09-16T13:44:21","guid":{"rendered":"https:\/\/sugimotovisa.com\/en\/?p=2760"},"modified":"2026-10-11T13:35:04","modified_gmt":"2026-10-11T13:35:04","slug":"parent-and-grandparent-program","status":"publish","type":"post","link":"https:\/\/sugimotovisa.com\/en\/immigrate-to-canada\/sponsorship\/parent-and-grandparent-program\/","title":{"rendered":"Parents and Grandparents Program (PGP)"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Canada&#8217;s Parents and Grandparents Program (PGP) allows eligible Canadian citizens and permanent residents to sponsor their parents or grandparents for permanent residence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2026, however, the first question is no longer simply whether a sponsor meets the financial requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is whether a new PGP application can be submitted at all.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On <strong>July 15, 2026<\/strong>, Immigration, Refugees and Citizenship Canada (IRCC) announced that it was pausing new intake under the Parents and Grandparents Program. The department will continue processing applications already in the system, but it will not accept new Interest to Sponsor forms or issue new invitations to apply until further notice. IRCC plans to admit up to <strong>15,000 people<\/strong> as permanent residents through the PGP in 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction matters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program itself has not disappeared, and existing applications have not been cancelled. But someone who has never submitted a PGP application cannot simply begin a new sponsorship application in 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For families who want their parents or grandparents in Canada sooner, the <strong>Super Visa<\/strong> is currently the main active federal alternative. It allows eligible parents and grandparents to visit Canada for up to five years at a time, with multiple entries over a visa validity period of up to ten years.<\/p>\n\n\n\n<h2 id=\"h-where-the-pgp-stands-in-2026\" class=\"wp-block-heading\">Where the PGP Stands in 2026<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The status of the program changed substantially during the year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most recent active intake took place in 2025.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IRCC invited people who had originally submitted an Interest to Sponsor form in 2020. Starting July 28, 2025, the department sent 17,860 invitations, with the goal of receiving up to 10,000 complete applications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That intake closed on October 9, 2025.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No new Interest to Sponsor form was opened for the public.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then, in July 2026, IRCC confirmed that new PGP intake would be paused.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of now:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>no new Interest to Sponsor form is available;<\/li>\n\n\n\n<li>no new invitation round is being issued;<\/li>\n\n\n\n<li>new PGP applications cannot be submitted without an invitation;<\/li>\n\n\n\n<li>applications already received continue to be processed;<\/li>\n\n\n\n<li>and IRCC plans to admit up to 15,000 PGP permanent residents in 2026.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">An application submitted without an invitation is returned by IRCC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For someone researching parent sponsorship today, this is the most important fact to understand before looking at income tables or application forms.<\/p>\n\n\n\n<h2 id=\"h-why-the-program-is-paused\" class=\"wp-block-heading\">Why the Program Is Paused<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Demand for parent and grandparent sponsorship has consistently exceeded the number of permanent residence spaces available under Canada&#8217;s immigration levels plans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IRCC manages this by controlling how many applications enter the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For 2026, the Immigration Levels Plan allocates approximately <strong>15,000 admissions<\/strong> to parents and grandparents, with the same target planned for 2027 and 2028.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, tens of thousands of PGP applicants are already waiting in the processing inventory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of January 31, 2026, IRCC reported approximately:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>48,400 parents and grandparents<\/strong> in the inventory for destinations outside Quebec;<\/li>\n\n\n\n<li><strong>12,100<\/strong> in the Quebec inventory.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The July pause is therefore primarily an intake-management decision: IRCC is continuing to work through existing applications without adding another new intake at this time.<\/p>\n\n\n\n<h2 id=\"h-sponsor-eligibility\" class=\"wp-block-heading\">Sponsor Eligibility<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">When the PGP accepts applications, the sponsor must satisfy more than the financial requirement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>IRCC currently requires the sponsor to:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>be at least 18 years old;<\/li>\n\n\n\n<li>live in Canada;<\/li>\n\n\n\n<li>have their primary residential address in Canada from the time the application is submitted until IRCC makes a decision;<\/li>\n\n\n\n<li>be a Canadian citizen, permanent resident or person registered under the Indian Act;<\/li>\n\n\n\n<li>meet the required income threshold;<\/li>\n\n\n\n<li>sign the sponsorship undertaking;<\/li>\n\n\n\n<li>and satisfy the other sponsorship requirements under <a href=\"https:\/\/sugimotovisa.com\/en\/immigrate-to-canada\/\">Canadian immigration<\/a> law.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The residence requirement is important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unlike some <a href=\"https:\/\/sugimotovisa.com\/en\/immigrate-to-canada\/sponsorship\/sponsorship-spouse-common-law\/\" data-type=\"link\" data-id=\"https:\/\/sugimotovisa.com\/en\/immigrate-to-canada\/sponsorship\/sponsorship-spouse-common-law\/\">spousal sponsorship<\/a> situations, a Canadian citizen living abroad cannot simply submit a PGP application while remaining outside Canada.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For parent and grandparent sponsorship, the sponsor must be living in Canada.<\/p>\n\n\n\n<h3 id=\"h-sponsorship-restrictions\" class=\"wp-block-heading\">Sponsorship Restrictions<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A person may also be prevented from sponsoring parents or grandparents if, for example, they:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>are incarcerated;<\/li>\n\n\n\n<li>have failed to repay certain immigration loans or performance bonds;<\/li>\n\n\n\n<li>are in default of court-ordered support payments;<\/li>\n\n\n\n<li>failed to honour an earlier sponsorship undertaking;<\/li>\n\n\n\n<li>have an undischarged bankruptcy;<\/li>\n\n\n\n<li>receive social assistance for a reason other than disability;<\/li>\n\n\n\n<li>have certain violent, sexual or family-related criminal convictions;<\/li>\n\n\n\n<li>or are subject to a removal order.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The financial requirement is therefore only one part of sponsor eligibility.<\/p>\n\n\n\n<h2 id=\"h-parents-and-grandparents-you-can-sponsor\" class=\"wp-block-heading\">Parents and Grandparents You Can Sponsor<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The PGP covers a sponsor&#8217;s <strong>own biological or adopted parents and grandparents<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The application structure can become more complicated when there are step-parents, remarriages or more than one generation being sponsored.<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-7387b849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column has-background is-layout-flow wp-block-column-is-layout-flow\" style=\"background-color:#f6f6f6;padding-top:16px;padding-right:16px;padding-bottom:16px;padding-left:16px\">\n<h3 id=\"h-parents-and-their-partners\" class=\"wp-block-heading\">Parents and Their Partners<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If a sponsor is sponsoring a biological or adopted parent, that parent must be the principal applicant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A step-parent cannot normally be substituted as the principal applicant if they are not directly related to the sponsor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, the step-parent can generally be included as the spouse or partner of the sponsored parent.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column has-border-color is-layout-flow wp-block-column-is-layout-flow\" style=\"border-color:#f6f6f6;border-width:1px;padding-top:16px;padding-right:16px;padding-bottom:16px;padding-left:16px\">\n<h3 id=\"h-grandparents\" class=\"wp-block-heading\">Grandparents<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Where a grandparent couple is being sponsored, one grandparent is designated as the principal applicant and the other is included as the spouse or common-law partner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once the application has been submitted, the principal applicant cannot simply be changed.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-7387b849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column id=\"h-sponsoring-parents-and-grandparents-together\" class=\"wp-block-heading\">Sponsoring Parents and Grandparents Together<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If someone intends to sponsor both their parents and their grandparents, separate sponsorship applications are generally required for each family unit.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column has-border-color is-layout-flow wp-block-column-is-layout-flow\" style=\"border-color:#f6f6f6;border-width:1px;padding-top:16px;padding-right:16px;padding-bottom:16px;padding-left:16px\">\n<h3 id=\"h-parents-in-law\" class=\"wp-block-heading\">Parents-in-Law<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A person cannot use their own PGP invitation to sponsor their spouse&#8217;s parents or grandparents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The spouse must be the person invited to sponsor their own parents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The other spouse or common-law partner may then be able to act as a co-signer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PGP invitations are not transferable between spouses.<\/p>\n<\/div>\n<\/div>\n\n\n\n<h2 id=\"h-income-requirements\" class=\"wp-block-heading\">Income Requirements<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">PGP has a much more demanding financial requirement than spousal or dependent-child sponsorship.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outside Quebec, the sponsor must demonstrate sufficient income for <strong>each of the three consecutive taxation years immediately before the application<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A spouse or common-law partner may co-sign the application and combine their income with the sponsor&#8217;s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The important detail in 2026 is that there is <strong>no new PGP intake currently open<\/strong>, so applicants should not treat an old income table as a new 2026 application threshold.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most recent completed intake was the 2025 intake.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For that intake, IRCC assessed income from:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>2024;<\/li>\n\n\n\n<li>2023;\n<ol start=\"2022\" class=\"wp-block-list\">\n<li><\/li>\n<\/ol>\n<\/li>\n<\/ul>\n\n\n\n<h3 id=\"h-income-levels-used-for-the-2025-intake\" class=\"wp-block-heading\">Income Levels Used for the 2025 class=\"wp-block-list\">\n<li>CAD $10,291 for 2024;<\/li>\n\n\n\n<li>CAD $9,636 for 2023;<\/li>\n\n\n\n<li>CAD $9,324 for 2022.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These figures are useful for understanding how the program works, but they should <strong>not be presented as a confirmed income table for a future intake<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If PGP reopens, IRCC can publish new instructions and new applicable taxation years.<\/p>\n\n\n\n<p class=\"has-background wp-block-paragraph\" style=\"background-color:#e2e0f9\"><strong>Read More: <\/strong>PGP Income Requirement Canada<\/p>\n\n\n\n<h2 id=\"h-family-size\" class=\"wp-block-heading\">Family Size<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The required income depends on more than the number of parents or grandparents being sponsored.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IRCC calculates the people for whom the sponsor is financially responsible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Depending on the circumstances, this can include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the sponsor;<\/li>\n\n\n\n<li>the sponsor&#8217;s spouse or common-law partner;<\/li>\n\n\n\n<li>dependent children;<\/li>\n\n\n\n<li>people covered by previous sponsorship undertakings that are still active;<\/li>\n\n\n\n<li>the parent or grandparent being sponsored;<\/li>\n\n\n\n<li>their spouse or partner;<\/li>\n\n\n\n<li>and qualifying dependent family members.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Family size is calculated separately for each of the three relevant taxation years because the household may have changed over time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, the birth of a child or a new marriage can affect the income threshold for some or all of the years being assessed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is one of the areas where PGP applications are often more complicated than simply comparing CRA income with one table.<\/p>\n\n\n\n<h2 id=\"h-using-a-co-signer\" class=\"wp-block-heading\">Using a Co-Signer<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A sponsor&#8217;s <strong>spouse or common-law partner<\/strong> may co-sign the PGP application.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their income can then be combined with the sponsor&#8217;s income when IRCC assesses the three-year financial requirement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The co-signer must meet the applicable sponsorship eligibility requirements and provide the required proof of income.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They also become legally responsible for the sponsorship undertaking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not simply a way to borrow someone&#8217;s income for the application.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sponsor and co-signer share responsibility for fulfilling the financial obligations created by the undertaking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other relatives, such as siblings, cannot act as PGP co-signers merely because they want to help meet the income requirement.<\/p>\n\n\n\n<h2 id=\"h-the-20-year-sponsorship-undertaking\" class=\"wp-block-heading\">The 20-Year Sponsorship Undertaking<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Parent and grandparent sponsorship creates one of the longest financial commitments in Canadian family sponsorship.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outside Quebec, the undertaking lasts <strong>20 years from the day the sponsored parent or grandparent becomes a permanent resident<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Quebec, the undertaking period is <strong>10 years<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the undertaking, the sponsor commits to providing basic needs such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>food;<\/li>\n\n\n\n<li>clothing;<\/li>\n\n\n\n<li>housing;<\/li>\n\n\n\n<li>everyday living costs;<\/li>\n\n\n\n<li>dental care;<\/li>\n\n\n\n<li>eye care;<\/li>\n\n\n\n<li>and certain health needs not covered by public insurance.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">If the sponsored person receives qualifying social assistance, the sponsor can be required to repay it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The undertaking does not disappear because:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the sponsored parent becomes a Canadian citizen;<\/li>\n\n\n\n<li>the sponsor loses their job;<\/li>\n\n\n\n<li>the family relationship changes;<\/li>\n\n\n\n<li>either person moves to another province;<\/li>\n\n\n\n<li>or the sponsor experiences financial difficulties.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Once the sponsored person has become a permanent resident, the undertaking generally cannot be cancelled or shortened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This long-term commitment is one of the biggest differences between PGP and temporary options such as the Super Visa.<\/p>\n\n\n\n<h2 id=\"h-applications-already-in-process\" class=\"wp-block-heading\">Applications Already in Process<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Families who successfully submitted a PGP application in a previous intake do <strong>not<\/strong> need to submit a new Interest to Sponsor form because the 2026 intake is paused.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their applications remain in the processing inventory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IRCC continues to assess:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>sponsor eligibility;<\/li>\n\n\n\n<li>income;<\/li>\n\n\n\n<li>family composition;<\/li>\n\n\n\n<li>the permanent residence application;<\/li>\n\n\n\n<li>medical admissibility;<\/li>\n\n\n\n<li>criminal and security admissibility;<\/li>\n\n\n\n<li>and any other relevant requirements.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The July 2026 pause applies to <strong>new intake<\/strong>, not to the continuation of valid applications already received.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If IRCC requests documents, <a href=\"https:\/\/sugimotovisa.com\/en\/immigrate-to-canada\/canada-biometrics\/\">Canada biometrics<\/a>, medical examinations or other information, applicants still need to respond within the deadline shown in the request.<\/p>\n\n\n\n<h2 id=\"h-processing-times\" class=\"wp-block-heading\">Processing Times<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">PGP processing has been significantly affected by the size of the existing application inventory and Canada&#8217;s annual admissions targets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The latest detailed IRCC processing dataset available from <strong>February 28, 2026<\/strong> reported:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th>Destination<\/th><th>80th-Percentile months<\/td><td>about 4 years<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">A January 2026 IRCC briefing reported a similar pattern, with approximately 23 months for non-Quebec PGP files and 46 months for Quebec cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These numbers should not be treated as permanent processing guarantees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PGP processing is strongly influenced by:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the existing backlog;<\/li>\n\n\n\n<li>annual admissions targets;<\/li>\n\n\n\n<li>Quebec&#8217;s family-class levels;<\/li>\n\n\n\n<li>application completeness;<\/li>\n\n\n\n<li>medical and security checks;<\/li>\n\n\n\n<li>and how quickly requested information is provided.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Because intake is paused, the more useful distinction in 2026 is between the processing of <strong>existing files<\/strong> and the inability to submit a <strong>new PGP application<\/strong>.<\/p>\n\n\n\n<h2 id=\"h-medical-requirements\" class=\"wp-block-heading\">Medical Requirements<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Sponsored parents and grandparents must complete Canada&#8217;s required immigration medical examination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PGP applicants should not assume that the same medical exemptions available to sponsored spouses apply to them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Canada&#8217;s exemption from <a
