Your NOC?

No. This is one of the most common mistakes when checking category eligibility.

Your employer might use a title such as:

Clinical coordinator

Counsellor

Healthcare assistant

Medical determine your NOC.

Canada’s NOC system classifies occupations based on the nature of the work and duties.

A practical NOC check should look like this:

Step 1: Find the Possible NOC

Search the official Canadian NOC system using your job title and related terms.

Step 2: Read the Lead Statement

Does the occupation describe the type of work you actually performed?

Step 3: Compare the Main Duties

Your employment duties should substantially correspond to the NOC rather than being selected simply because the title sounds similar.

Step 4: Check the Exact NOC Against the Current IRCC Category List

Do not use an old healthcare occupation list.

The list can change.

<p Canadian Licence to Qualify for the Category?

Do not confuse immigration selection with professional licensing.

The current Healthcare and Social Services category criteria focus on:

Express Entry eligibility;

qualifying recent work experience;

an eligible NOC; and

the requirements of the invitation round.

The category page does not say that every foreign healthcare worker must already hold a Canadian professional licence before becoming category-eligible.

However, many healthcare professions are regulated in Canada.

If you intend to actually practise a regulated profession in Canada, you generally need to have your credentials recognized and obtain the required provincial or territorial licence or certification.

The regulator and process depend on the profession and the province or territory.

Why This Distinction Matters

A foreign-trained nurse could potentially satisfy the Express Entry healthcare category requirements using qualifying nursing experience abroad.

That does not automatically authorize that person to work as a registered nurse in Canada.

Permanent residence eligibility and permission to practise a regulated profession are separate issues.

If You Are a Doctor, Read This Before Choosing a Category

Doctors need to understand that Canada now has two different <a NOCs.

Healthcare and Social Services Category

The following physician NOCs appear in the broader Healthcare and Social Services category:

31100 — Specialists in clinical and laboratory medicine

31101 — Specialists in surgery

31102 — General practitioners and family physicians

For this class="wp-block-heading">Physicians With Canadian Work Experience Category

Canada also created a separate 2026 category specifically for physicians with class="wp-block-paragraph">That person would not satisfy the separate Physicians with Canadian Work Experience category based only on foreign physician experience.

<p Assessment may be required depending on the Express Entry program you use.

Healthcare applicants should also know that IRCC has special ECA rules for some professions.

Doctors

If your primary occupation is:

<ul a licence to practise, the assessment must be completed by the Pharmacy Examining Board of Canada.

If the pharmacy-related position does not require professional licensure, different ECA rules may apply.

ECA Is Not the Same as Professional Licensure

An ECA is used for immigration purposes to assess foreign education.

It does not automatically give you the right to practise a regulated healthcare profession in Canada.

Professional licensing is a separate process.

Do You Need a Job Offer?

The Healthcare and Social Services category itself does not require a Canadian job offer.

You can potentially qualify based on eligible foreign work experience without first securing employment in Canada.

However, you still need to satisfy the underlying Express Entry program requirements that apply to your profile.

A job offer also should not be confused with CRS points. Since March 25, 2025, Express Entry no longer awards the previous additional CRS points simply for having an eligible arranged job offer.

No separate healthcare-specific language threshold is listed for this category.

Instead, your required language level depends primarily on the Express Entry program through which you qualify.

This means being a nurse, doctor or social worker does not exempt you from Express Entry language requirements.

You still need valid results from an IRCC-approved language test.

Your language score can also materially affect your CRS ranking even after you satisfy the healthcare category requirements.

What If Your CRS Is Below Recent Healthcare Draws?

Do not treat the most recent cut-off as a permanent threshold.

Instead, identify which parts of your CRS can realistically change.

Depending on your profile, these may include:

improving English results;

adding qualifying French results;

obtaining a higher educational credential rounds

and

<a Prepare Carefully?

The exact document checklist depends on the Express Entry program and personal circumstances, but healthcare applicants should pay particular attention to evidence supporting their claimed work experience.

Your employment evidence should make it possible to verify important information such as:

employer;

dates of employment;

position;

work hours;

compensation where required;

actual job duties.

The duties are particularly important when NOC classification is not obvious.

For example, claiming NOC 41300 simply because your employer called you a “social worker” is weaker than showing that your actual duties correspond to that NOC.

Likewise, a pharmacy employee should not automatically assume they are a pharmacist, pharmacy technician or pharmacy assistant based only on workplace setting.

When Should You Update Your Express Entry Profile?

Update your profile when relevant information changes, including qualifying changes to:

work experience;

language results;

education;

marital status;

Canadian work or study history;

other information affecting eligibility or CRS.

For category selection, accurate work history is particularly important because IRCC uses information in the Express Entry profile to identify candidates who meet category requirements.

If your profile does not accurately show your qualifying healthcare experience, you should not assume IRCC will identify it from information that was never properly entered.

Frequently Asked Pharmacy technicians and pharmacy assistants also have separate eligible NOCs.

Are doctors eligible with foreign work experience?
Potentially, yes. Physician NOCs 31100, 31101 and 31102 are included in the broader Healthcare and Social Services category, where qualifying experience can be gained abroad. This should not be confused with the separate 2026 Physicians with Canadian Work Experience category.

Do I need a Canadian healthcare licence before entering the healthcare category?
The category itself does not list possession of a Canadian professional licence as a general eligibility requirement. However, many healthcare professions are regulated, and you may need credential recognition and professional licensing before you can practise that occupation in Canada.

Do I need a Canadian job offer?
The Healthcare and Social Services category itself does not require one.

Does healthcare category eligibility add CRS points?
No automatic occupation bonus is added simply because your NOC appears on the list. Instead, it makes you eligible to be considered in Healthcare and Social Services category-based rounds.

Conclusion

The Healthcare and Social Services category remains one of the most relevant Express Entry options for qualified healthcare and social service professionals in 2026, especially because eligible work experience can be gained either in Canada or abroad.

But the occupation list is only the starting point.

A strong profile requires you to confirm that:

your actual duties match an eligible NOC;

you have at least 12 months of qualifying experience in one eligible occupation within the last three years;

you qualify for one of the Express Entry programs;

your language, education and other profile details are documented correctly; and

your CRS score is competitive enough for future healthcare category rounds.

Internationally trained professionals should also separate two issues that are often confused: immigration eligibility and professional licensing. You may qualify for Express Entry based on foreign healthcare experience even if you still need additional credential recognition or licensing before practising your profession in Canada.

For physicians, it is also important to distinguish the broader Healthcare and Social Services category from the separate Physicians with Canadian Work Experience category introduced for 2026.

If your NOC is on the current healthcare list, the next useful step is not simply to wait for another draw. Review your full Express Entry profile, calculate your CRS, verify your NOC against your actual duties, and identify whether language scores, education, work history or another immigration pathway could strengthen your position before the next round.

Check whether your healthcare or social services
