What is the FGES?
The Foreign Graduate Entrepreneur Stream (FGES) is designed for talented foreign-educated graduates (from outside Canada) who want to launch innovative start-up businesses in Alberta. It provides a pathway to Canadian permanent residence (PR) by nominating successful applicants who establish and operate an eligible business in the province.
Who Can Apply Through FGES
- Foreign graduates with a degree from a post-secondary institution outside Canada.
- Entrepreneurs aiming to start innovative businesses in key Alberta sectors (e.g., technology, aerospace, financial services, energy, agriculture, tourism, life sciences, pharmaceuticals).

❌It is not for graduates from Alberta institutions. They must use their specific stream which is called “Graduate Entrepreneur Stream” and is designed for those who graduated from Alberta’s public universities.
Eligibility Requirements
You must meet all mandatory minimums (pass/fail) and score points on the FGES Points Grid for EOI selection. Main requirements include:
Education
A degree completed within the last 10 years (at EOI submission), with an Educational Credential Assessment (ECA) confirming Canadian equivalency (from IRCC-approved organizations).
Work Experience
At least 6 months full-time (can combine business ownership/management or incubator/accelerator experience).
Language Proficiency
Minimum CLB/NCLC 5 in each skill (reading, writing, listening, speaking). Tests (CELPIP, IELTS General, PTE, TEF, TCF) must be less than 2 years old at EOI submission.
Settlement Funds
Sufficient funds for setup and self-support (based on Low Income Cut-Offs for at least 6 months)

Business Investment

Ownership
Minimum 34% (urban) or 51% (regional). Co-owners must be Canadian citizens/PRs.
Active Management & Location
You must reside in Alberta and manage day-to-day operations (not remotely). Business must have a physical location in Alberta and generate active income (not passive).
Job Creation
Not mandatory, but earns points (e.g., 5 points for 1 job, 10 for 2, 15 for 3+ jobs for non-relatives, Canadian citizens/PRs, at least 6 months).

Designated Agencies for the Foreign Graduate Entrepreneur Stream (FGES)
Foreign graduates must partner with a Designated Agency to have their entrepreneurial readiness and business idea assessed. Only after receiving a positive evaluation and a Letter of Recommendation from one of these agencies can you apply to the AAIP. The agencies also support you throughout the start-up phase in Alberta.
Designated Agencies are responsible for:
- Promoting and marketing the Foreign Graduate Entrepreneur Stream to attract suitable candidates.
- Assessing the entrepreneurial readiness of foreign graduates and the potential success of their start-up by reviewing the business idea in detail.
- Providing support in developing a strong, viable business plan.
- Selecting and recommending qualified foreign graduates to the AAIP for further consideration.

- Offering business counselling, coaching, training, and ongoing guidance during the launch of the business in Alberta, while meeting the conditions of the Business Performance Agreement (BPA).

Step-by-Step Application Process
- Review eligibility and terms on the official site (www.alberta.ca)
- Work with a designated agency to get a Letter of Recommendation (they assess your business plan)
- Submit EOI via AAIP portal (create Alberta.ca account): Include business plan, pitch deck, agency letter, net worth worksheet, etc. Pay $200 non-refundable fee. EOI valid 12 months; scored within 30 days
- If invited (highest-ranked from pool): Submit full Business Application within 90 days, pay $3,500 non-refundable fee, provide all documents (e.g., agency evaluation report)
